there is a clearly defined priority area
funding needs to be spread over time
different sections can be constructed independently
the long-term plan is already understood

The key is to plan the whole environment before building the first stage.

Otherwise, an early project can make later improvements unnecessarily difficult.

When can a complete renovation make more sense?

A whole-yard approach may be preferable when many of the underlying systems need attention at the same time.

For example, changes to levels, drainage, circulation, shade or the relationship between different play zones may be difficult to resolve effectively through a series of isolated interventions. It can also avoid repeatedly establishing construction sites within an operating centre.
